Hi! Have you considered looking at some books that discuss the status of the Death Penalty in other countries?
Roger Hood's "The Death Penalty: A Worldwide Perspective" (2002), might be worth a look.
And you can find lots of other books by doing keyword searches country by country (e.g. "Death Penalty" AND "China"), or region by region ("Death Penalty" AND "Europe"), too.
